Employees who have Drinking Problems to hold safty-sensitive jobs.

Answer should be B. This question is not a hard one. The word undermine in the question stem means weaken. The most relevant chioce items are B and E. Since E uses the article "Some" while B uses "Many", the priority is given to B. D is not weakening but strengthening the argument. C is impertinent and A is only tenuously pertinent.

Refuting enviornmentalists' prediction that a certain turtle population will decline

B is correct. Numbers in the text are important. The chemical contaminated the beach five years ago. Should B's condition be taken into account, the increasing number of return-to-hatch turtles, since 5 years ago, is the number of the turtles hatched from the eggs 15-10 years ago. These turtles are unaffected by the chemical contamination. Therefore its increase is not the result of the contamination. Thus the refutation of enviornmentalists' prediction is undermined.

Other choice items are more or less impertinent.

Whether a company in the new optic telecommunications industry would benefit

The question addresses the classical topic of whether high demand will lead to benefits. The answer should be B. B idnetifies the problem of proportional increase in production cost which could keep profits from realizing. Since all of the text except the last sentence is describing facts, there's not much room for flaw picking in those lines. And if you read A, C, D, E carefully, you will find all of them off-topic.
