既然超速的人本来就有超速的倾向，那和他们车上装不装DETECTOR有什么关系呢？不装DETECTOR他们也们超速啊。怎么能得出装了DETECTOR的人更倾向会超速呢？

This problem is kind of tricky. Actually, we are looking for an assumption. Answer B might be the general rule. The conclusion given in the passage is a specific situation.  If general rule is right , then the specific case should also hold.
