C是不是再说每年实际领养的小孩人数等于可被领养的小孩人数啊

50,000 adoptions 是1982年的数据，好像不能拿来和现在的情况（200万夫妇）作比较

是啊，所以说如果对C取非的话，虽然只有5000小孩被领养，但是实际上可能还有很多的小孩在等待领养，因此想要领养的人不一定多于等待领养的小孩~

至于你说的时间……题目都说了是最后一次统计的数据了，那当然就是目前为止最能拿来利用的数据啊，不过，这只是个人意见拉~
