The answer is D
For the year following
the tax increase, the pretax price of a pack of cigarettes was not
eight or more cents lower than it had been the previous year.

If the previous year price is one dollar, and in the year following the tax increase, the pretax price of a pace of cigarettes was eight or more cents lower than the price of previous year, for example 0.92/pack, then the after tax price would be the same as the previous year (without tax.) The conclusion will fall apart.
