这个ａｃｔｉｏｎ　要harms another，才能说是morally bad.
A.he intend to write a  letter to cause trouble, but the letter  had an effect directly opposite from the one intended.
it means the letter didn't cause any trouble to his friends .  it doesn't do harm. it's not morally bad.

E. the key
his three-year-old niece got hit by a car ( harm),  his action is morally bad if either ----- or  if reasonable forethought would have shown that the action was likely to cause harm.
Ｅ是后面这种情况，he 应考录到事故会发生。his action is morally bad
