而答案的  any substance to be made subject to controls can actually cause environmental damage，是说明我们现阶段的科技只能证明这种流出物质会造成环境污染，但至于是哪方面的污染就说不清了，例如（某种物质a会造成环境污染，但至于是造成臭氧减少，还是土质变化，就说不清了）
