此题不解之处在于 感觉A 的意思似乎违背了原文的意思。。

既然他们reported less congestion during their highway commute as the primary benefit they would experience ,那怎么会出现原文所说的 favored a massive expansion of the commuter rail system as a means of significantly easing congestion on the province’s highways and were willing to help pay for the expansion through an increase in their taxes 呢?

不解

另外, 偶原来选了E, 后来觉得E中说的情况只是for some people , some 作为一个模糊概念,缺乏说服意义。

不知我的理解是否正确?
