税率下降了但政府收到的税收金额并没有减少，说明宾馆营业收入增加了，但营业收入增加即可能是入住人员增加，也可能是入住人员的居住时间增加了，C排除了后者，所以前者就是题目的结论自然成立。

E我觉得只能说明宾馆营业收入的增加主要是来源于房费收入，而不是餐饮服务收入。而没有进一步分析房费收入增加原因即C中提到的原因。

我刚开始预测的答案是房价没有涨，文中lowered the hotel tax  rate to 5 percent of room charges.   如果房价涨了，tax的比例虽然降了，但是有可能tax并没有降，有可能升高。结果导致税收增加或不变。

不对。因为题目说：Tourists have long complained that hotel accommodations in Midville are too expensive.

如果把这个作为假设，不一定能得到结果。

E选项说的meal并没有说是在 hotel里消费的吧，hotel taxes并不一定包含从E说的meal的消费tax .

year than they did on hotels accommodations。

请注意，这里比较的是花在食物上的钱和花在住宿上的钱。而不是不同时期花在食物上的钱。

这题ABDE确实都是无关, 但是我觉得C也不好, 首先, 招来游客的多少和游客平均的入住时间似乎没有必然联系, 把C取非, 题干也可能正确, 即: 不仅游客来的多了, 而且游客的平均入主时间也长了...

越想越郁闷, 怎么全都不对啊!
