C 的意思是 机械工具制造商在获取政府保护进口方面遇到了困难，而不是在防御领域。

题目是说： 国防部的分析家担心机械工具产业的基础进一步萎缩会是美国难以支付长期战争，然而在国防部把国家安全问题和进口配额问题公开联系在一起的之前，机械工具产业就把国家安全这个主题纳入他们对进口配额的申请要求！

如果没遇到困难，MACHINE-TOOL INDUSTRY 不用急着 把国家安全问题加进去的。我刚开始做逐个题也错了，后来分析一下，关键词  DEFENCE，  IMPORT QUOTA， SECURITY。 A 无关，B  D E有新的概念。

谢谢！我认为其他的选项确实离题比较远，但是，对题目的意思觉得有点不合逻辑。也许就是这些公司没有考虑到如分析家所想象的那个问题，但事实其他的问题，这道题就是找一个其它的原因来解释。这样理解。不知道是不是太敷衍了事了。
