Hi Angela,
For the PR, after application, first you get a CSQ from Quebec within 3 months, and then you submit to the federal government for PR, which will take almost one year. However, many people I know, they move to Ontario right after they have got CSQ, and they still get the PR after one year. Although this is not recommended, but it's up to you to take the chance...
And for the second question I will say yes or not. Because if you graduate from for example U of T MBA, of course you are more advantageous in Ontario job market than graduating from HEC Montreal. But then again, if it was just an average business school, I dont see why HEC Montreal would put you in a weaker spot. In terms of the local connections, friends, networks, if your final destination is Toronto, then I guess studying in Montreal isn't ideal, because the two cities far away( 6 hour drive) and you won't find many people from Toronto in Montreal. But, rememeber it's getting really hard to the PR from Ontario nomination, this year the provincial nomination program closed in only 2 days after its openning. Way too many international graduates in Ontario.
Why dont you look at other English provinces like Alberta or NS if French is a concern?
