大全-I-5 如何 判断哪个是“most”

The people who are least likely to be audited by the Internal Revenue Service this year are those who have been audited since 1985 and who were found to have made no mistakes in filing their returns during that audit.

这个题目好像是不是在“been audited since 1985 ”漏了一个"not"，不让D好像理解不通啊，因为题目说who have been audited since 1985，这样D选项好像不会是IRS喜欢的。但是如果这样的话，同时有A，C，E符合它的条件，只是那个“MOST”，说实话无法判断，虽然我进一步推论说IRS喜欢查那些他查过但是没有错误的人，所以就选择E。

没有发现有任何人贴过这个帖子，是不是我理解错误啊？

做完OG做大全，上个section错了12道，差点去厨房找刀子，感觉大全和OG很不同，哪个比较符合正是考试类型？
