1、 A certain city with a population of 132000 is to be divided into 11 voting districts, and no district is to have a population that is more than 10 percent greater than the population of any other district. What is the minimum possible population that the least populated district could have?
A 10700
B 10800
C 10900
D 11000
E 11100

将13200分成11份。最小的和最大的相差不能超过any other district。
试着想这么一个情景，10个区将人口少的机会都分给其中一个，10家超过12000，只有1家低于12000（12000=132000/11）

那么，最小人口区（A）应该满足：其他区人数相等，并且是A的1.1倍。
X+10Y=132000
1.1X=Y

X=11000
