In a recent poll, 71% of respondents reported that they cast votes in the most recent national election. Voting records show, however, that only 60 of eligible voters actually voted in that election.

D的话和题干不符吧,提干的人群是已经投票的,而不是intend to vote
E:题干中两者差距为11%,E说最大3%,解释不了这11%的误差的
