In setting environmental standards for industry and others to meet, it is inadvisable to require the best results that state-of-the-art technology can achieve. Current technology is able to detect and eliminate even extremely minute amounts of contaminants, but at a cost that is exorbitant relative to the improvement achieved. So it would be reasonable instead to set standards by taking into account all of the current and future risks involved.

答案是b，实在没有搞懂其中的逻辑含义，希望nn能帮忙解释一下啊啊啊啊啊啊

关键在于最后一句话：it would be reasonable instead to set standards by taking into account all of the current and future risks involved. --就是说与其去追求特别严格的standards，不如去追究一个最efficient的平衡. 这个最efficient的方法应该对于所有的现在的和将来的风险已知的情况下才能达成. 比如说一片湖水是10级污染，最严格的standard需要用10万的成本可以使得污染降到1级。但是通过评估1，2，3，4...各个级别污染的risk，可以找到一个比较efficient的解决方法，比如花5万的成本使得污染降到3级，3级给湖水带来的risk是可知的.

首先判断这是一道assumption的题目，那么就要找到一个选项可以实现题干中所说的那个efficient的平衡（就是花最小的代价达到一个相对可以得结果）. 其实A, C, D, E太明显的无关了，直接看B. 如果将B 取反：没有方法去衡量不同级别的污染带来的风险，那么就没有办法拿捏到那个最efficient的方法。

这句话真的好难理解如果有instead在里面最总觉得是instead of考虑全部污染和risk 应该怎么怎么做
而且文章前面都在说如果都做 cost会很高，所以感觉最后这句说的instead，reasonable的方式应该是不考虑全部都做这么理解对吗？？
