以一个地区工人的失业为代价来换取另一个地区的就业并不好.

我也刚看完这篇阅读，原句是“although this approach was preferable to victimizing..., it also has its shortcoming...”. so 意思是this approach 比victimizing 他人利益好。
我猜A is preferable to B. 与 A is better than B. 差不多。清指正。
