按照GWD方法,cd和直接淘汰,a因为not the only表达不清直接淘汰,所以只比较be,对比原文b的相关性大于e。

The president has cancelled some highway projects. Some critics alleged that the president did this to punish the opposition parties because 90% of these cancelled projects were located in the opposition parties' legislative districts. However, the cancelled projects were identified as wasteful in a report by nonpartisan auditors. Thus, the president did this not because of politics but because of economics.

Two different groups of projects: the group of projects which have been cancelled by the president(GC); the other which were identified as wasteful in the auditors' report(GW). The relationship between GC and GW: GC belongs to GW. GW can be divided into two categories in terms of politics: those located in the president's districts (GWP)and those located in the opposition parties' districts(GWO). According to the same standard, GC can be divided into GCP and GCO.
Now we've already known GCP:GCO=1/9
B means that GWP:GWO <or= 5:5 If we negative B, we have GWP:GWO >or=5:5.

试试not+weaken方法吧

如果加上否定,那么大部分高速都建在总统选区,自然削弱了文中论断。因为总统不再公正。所以选B吧~~
