While G has been in the office, the state's budget has increased by anverage of 6 percent each year. While the previous governor was in office, the state's budget increased by an average of 11.5 percent each year. Obviously, the austere budgets during the G's term have caused the slowdown  in the growth in the state spending.

意思就是G时期的少的spending是由低的通胀率引起的，是一个他因

似乎还有个公式：11.5%/10%<6%/3%，说明出去通货膨胀的影响，实际的budgets的增长率是G>previous government

通胀率高不一定是需求增大吧？比如说供给减少，或者是物价上涨的预期等等。再说需求是指总需求，state budget也不一定就上涨

打个比方说，我卖同一种衣服，昨天一共卖了1000块钱，今天一共卖了2000块钱，仅从销售额上是增长了100%，但是我告诉你，昨天卖的衣服售价为100元/件，今天由于物价暴涨，衣服售价变为400元/件，这样一算，昨天我一共卖了10件，今天实际上只卖了5件，从销售量上来看今天反而不如昨天了。这道题就是这个道理
