简化前简化后，完全看不懂什么东东

Let’s simplify the sentence:
income tax in Country R were to add  A to B, which is the average of C and D.

income tax = A + B = A + ( C + D )/2
               = annual income * 2/100 + ( 100 + annual income * 1/100 ) / 2
               = annual income * 1/40 + 50
