我的看法是这样的，找到”控制价格，但是价格上涨“的合理解释就是答案。C和D选项完全irrelevant，直接eliminate
A选项中：读罢，的确可以 ’helps to explain'，备选；
B选项：人口显著增加，那么生病人也按理随之增加（可能大家会问：“凭什么’按理增加‘，原文又没提”，但是这种“随之”在CR中很常见的~~），但是好像不太直接。次级备选。
E选项：外国厂商撤资，那么解释为“市场供求关系”导致价格上涨，应该没有问题的，（药厂出品价格没涨，但是市场上价格涨了，“刚出场IPHONE"那种），而且比A要更加直接。
