我想我明白这道题目的关键点所在了。。（只是也许）
题目说， it is unrealistic to expect such measures to compensate for pilots’ lack of actual flying time，那些训练无法弥补缺少实际飞行时间带来的隐患，所以the airlines should rethink their training approach。
从这里首先能够看出：flying time is an important factor to decrease the air crash。
其次，我们看C选项：
The number of airline crashes will decrease if pilot training programs focus on increasing actual flying time.
看出来了吗？这里犯了“非此即彼”的错误. 逻辑里面最忌讳的一个错误.
因为缺少实际飞行时间的问题没有解决，我们需要rethink the approach；但是这绝不意味着增加了飞行时间就可以达到目的吧。
再看D选项：
Lack of actual flying time is an important contributor to pilot error in commercial plane crashes.
这句话正是我们看完文章直接推出的结论。
所以选择D而不选C。

*. upgraded their training programs by increasing the hours of ...
*. unrealistic to expect such measures to compensate for ...
Conclusion:
*. airlines should rethink their training approach to reducing commercial crashes

From choice D, you successfully insert it into the following reasoning chain:
pilot error --> plane crash --> changed training --> *less real fly time* --> more crash --> rethink this training

But choice C's reasoning chain is:
pilot error --> plane crash --> *more actually fly* --> *decrease plane crash*

So choice C has nothing to do with this conclusion.

NS的老问题了.
原文里增加飞行时间的培训是一个不可或缺的(或者说必要条件), 但是在C里面成了充分条件了.

意思是：Lack of actual flying time是 pilot error in commercial plane crashes的必要条件

C. The number of airline crashes will decrease if pilot training programs focus on increasing actual flying time.

意思是： Lack of actual flying time是 pilot error in commercial plane crashes的充分条件

搞清这两个区别就不难理解了
