求助一道prep数学题

A certain city with a population of 132000 is to be divided into 11 voting districts, and no district is to have a population that is more than 10 percent greater than the population of any other district. What is the minimum possible population that the least populated district could have?
A.10700 B.10800 C.10900 D.11000 E.11100

做的时候没思路啊，求nn指点

最少的一个X，其他10个多10%，算1.1倍X，加起来一共12X，132000除以12得11000. 选D
PS,如果有其他任何一个区不到1.1X，则加起来不到12X，最后结果更大。

这道题我也刚做，楼上的解释蛮makes sense的
