You're right. In fact, IR session is designed this way - providing us with extraneous information to test our ability to weed the extraneous stuffs and integrate the useful stuffs. We are rewarded for finding a strategic and efficient way to complete the required task.

可是如果教授A是Limit effort从而为了支持Primary school、以及为了提供医疗和农业支持的话，第一题为啥不选A呢？

C项是Professor A反对的：The aid industry should focus its spending less on primary education than it now does.

同时，C项又是Professor B支持的，他给出的理由就是F项：
F项： Projects in education are more likely to be successful if they are paid for by local people. (题干已经讲过：education work没啥用，当村民can transport produce to market后，他们会自愿pay for schools--and to make sure the schools succeed.)

可是“to"表目的的话，为什么是spending，而不是spend

我来分享一下limit to的用法：（我是看了这个后有所启发的）
其他的，楼上的都说的很明白了。
limit to
limit someone to something
1. to restrict someone to a certain amount or number of something. I will have to limit you to two helpings of mashed potatoes. I limit myself to cola drinks only.
2. to restrict someone to a certain area. Please try to limit your children to your own yard. They limited themselves to the north side of town.

我也是看了很久才看明白为啥不选A.

A和C都是disagree, 但是我们要选的不单是disagree，还要是在别的选项中可以找到来支持ProfessorB的。那么B的观点是不要投入在学校和教育上而应该修路，但并没有提到农业和保健。所以C更佳。
