she had been known as an effective legislator 在這兩個地方么？作為legislator 應該是在Texas Senate 吧，在United States House 就只是代表了啊？
所以我覺得不能這麼用~~

先在德克萨斯参议院后在众议院
你的意思是众议院里没有legislator？
United States House of Representatives是众议院的意思哦
