但是文中说去年的垃圾都烧了，就是把可以回收的也烧了吧。今年只要有更多的可回收的不就能减少废气排放了吗。虽然不充分，但是D也不充分啊

C) is not required because it is possible that there were already more than 50% recyclable materials in trash last year. If that was the case, as long as the recyclable portion this year is as large as that in last year, the goal of the city is achievable. Thus, C) is not a necessary assumption.

If C) changes to "Refuse collected by city services will contain at least 50% recyclable materials this year,", then C) would be a necessary assumption.

It seems that you did not understand the stimulus at all. In the stimulus, it says that "to reduce the number of truckloads of refuse to be incinerated to half of last year's number." And there is no "有害气体" involved here. We only care about ASHES. Read the stimulus again and find out what are the premises and conclusion . . .

其实A可以这样理解，plan里面也没说要烧recycle的东西啊，这个是硬加上去的，所以不在讨论范围内。

C 说的是比例，和总量无关的
如果今年的refuse总量很小，即使recyclable的比重很大，量可能还是小于去年

这题我开始也confused。
我觉得可以当成所有垃圾都是一种垃圾，无论你焚烧多少垃圾，焚烧垃圾的量/焚烧产生的灰尘这个ratio都是不变的。也就是说垃圾量减半，灰尘量也应该减半。
D排除的可能性是今年一车垃圾焚烧产生的气体不会比去年多，也就是前面说的那个ratio不变
