没有想通D为什么不对。在查阅了前人的讨论后想通了。

污染物和产生环境危害是两件事情。污染物流到海里，不一定就会产生环境污染；不流到海里，也可能产生环境危害。

又翻了OG的解释   突然想出了一种可以接受的解释

按照OG的说法   D是在讨论某一种污染物质（A POLLUTANT）

我认为OG的解释是说D是说这种污染物必须全部进入北海才需要被控制，而实际上只要这种污染物中的部分会进入北海（其它的可能通过其它渠道排放、分流） 就应该对其加以控制。

就是说  如果D对的话  实际上反而会限制所控制的污染物的种类（而造成管理上的不全面）   而不会造成  excessively restrictive controls

OG对D的解释：it is not necessary to prove that all of a pollutant reaches the North Sea. It is necessary to prove only that some of it does.

如果能正确翻译OG的解释   理解应该就米问题了
