choice D is declared to be the right answer. However, i think it supports the claim by making the case favourable to the criminals. On the contrary, B is better as police can not get proficient enough to arrest or proscute the criminals with enough evidence. What do you think, guys?

Explained before. D does not support because sentencing is different from arrest and conviction mentioned in the question.

still can't agree, zing jiao tou. sentence and conviction should mean the same thing, being found guity. And 'have been rarely sentenced' means it favours criminals? Btw, what's 'arrest' for here? thanks

我自己这么觉得：

如果D能够解释（其实这道题目就是解释题）题目的话，是要说明sentence to prison是具有一定威慑力的！如果没有这种威慑力的话，那么自然会有很多人从事这项犯罪。
比如：为什么杀人的案件增多，因为这个国家没有死刑。
如果是这个例子，那么死刑是具有一定威慑力的，所以对犯罪起到了作用！

但本题并没有告诉你sentence to prison就具有这种威慑力呀！
甚至可以这么异想天开：这帮家伙因为prison都满了，就直接被sentence to death!!
我是觉得这边没有一个评判是否prison具有对这项犯罪有威慑力的标准，可能有，也可能没有！
所以D不能解释！
