It depends on the verbal score. If your verbal score is >=40, then 作文 > 3~4 should be fine. If your verbal is low, then you may need higher 作文 score; Otherwise, you will have a difficulty in essays: It won't make any sense for an applicant who has low scores in both verbal and 作文 to write a good essay unless someone writes for him.
