17.
With Proposition 13, if you bought your house 11 years ago for $75,000,
your property tax would be approximately $914 a year (1 percent of
$75,000 increased by 2 percent each year for 11 years); and if your
neighbor bought an identical house next door to you for $200,000 this
year, his tax would be $2,000 (1 percent of $200,000). Without
Proposition 13, both you and your neighbor would pay $6,000 a year in
property taxes (3 percent of $200,000).

Which of the following is the conclusion for which the author most likely is arguing in the passage above?

(A) Proposition 13 is unconstitutional because it imposes an unequal tax on properties of equal value.

(B) If Proposition 13 is repealed, every homeowner is likely to experience a substantial increase in property taxes.

(C) By preventing inflation
from driving up property values, Proposition 13 has saved homeowners
thousands of dollars in property taxes.

(D) If Proposition 13 is not repealed, identical properties will continue to be taxed at different rates.

(E) Proposition 13 has benefited some homeowners more than others.

有人认为“E is not supported with any inforamtion.
You can not draw a conclution that some benifit more than other by
referring the two buyers in the context.
B is also involved in drawing a general conclusion by referring the two buyers in the context. Suppose the two patterns of taxation to be T1 and T2.  T1 is that with P13 and T2 is that without P13. T1 is the suggested new pattern, because it is a proposition. According to Longman Dictionary,a proposition is a suggested change or addition to the law of a state of the US, which citizens vote on. So undoubtedly, T2 was the old law. But the pattern in use when the guy was talking is still unkown yet because he used the hypothetical tense throughout his speech.

So,E is wrong without inducing the assumption that P13 has been passed and the assumption that T1 has been in use for more than one year.

B may be wrong. The reason is the same as above. But there is still one possibility that B is correct. B is "If Proposition 13 is repealed, every homeowner is likely to experience a substantial increase in property taxes." It seems that it assumes that P13 has been passed and then is repealed. The process can symbolised as T2->T1->T2. If this is the case, then B is true. B is different from E in inducing the assumption that P13 has been passed. And the word "likely" used in the main clause further justifiy the validity of B.
