答案是D为什么A不对?

因为如果不讲出investigator有责任在了解飞机失事的机械原因后提出改进意见,就无法保证有“change”to be made,以至能减少事故发生。而A只讲说pilot errot不是飞机事故的主要原因,与后面的argument中提到的prevention联系不大

D里面的should
