这道题正确答案是E，我选的D
RON神的解释是： The government is definitely paying them more .
但是我理解的人数多了，即使增加了20%，也会导致每人平均收下的pension其实是降低的
我理解E为什么对，但不理解D为什么不可以

我觉得楼主理解的是总数增加20%，但是拿养老金的人增加，所以你觉得会导致平均领取额降低。

不过养老金不是失业救济金，领取它的人数不会因为经济等外界因素增加，所以政府对养老金的发放人数是有计划的。这里说增加20%，完全可以理解是人均增加20%。如果是失业救济金，楼主可以考虑基数增加的问题，这里不需要。

但是when the number of elderly Runagians below the poverty level reached an all-time high这半句怎么理解呢？我理解的是既然它这么说了，就意味着# below the poverty level 的数量会有变动

我目前的理解是：虽然这个数量有变动，但不一定会增加到20%以上也就意味着平均数不一定降低，然而题目中需要的是一个肯定会影响到他们手中钱的数量的因素，所以E更好
可不可以这么理解？

越来越多的老人落到贫困线下，不一定是老人的数量增加，更有可能是通货膨胀、私人养老收入减少等方面造成一些本身在贫困线上的老人落到了贫困线下。人口分布的变化是逐渐的，很难想象一个年龄段的人口突然发生变化。

至于政府发放的这一部分，我觉得这里还是可以完全理解成人均增加20%。
