A称不上是一个假设。

B的问题在于，它与题干中支持的观点（不应该关闭核电站）所给出的原因（核电的危害不大于火电的危害）无关。如果原因变成核电的存在有利于发电行业的行业结构和价格机制，那么B才是正确答案。
