they 指的是 primary institutions

2,"primary institutions" 和 "secondary institutions" 是什么关系?

primary institutions 是基本人员,也就是和 individual 关系很近的人,可以讲是个媒人;而secondary institutions 就是“二类人士”,他是第三者。

打个比喻:你要和secondary institutions 做生意,通过primary institutions给你中介

1,是不是说,primary 和 secondary 应该分别理解为:基本的,第二级的    后者比前者高一级,是吗?

2,我总是把primary 和 secondary 理解为:主要的,次要的    然后发现和下文意思不一样。。。

是不是我这个理解是错的?

这个standard是个形容词。

少数民族企业已经开发了一系列的替代,替代的是标准的资助(对企业的风险资本/创业基金提供的标准的资助)

少数民族企业已经有一系列的方法来替代(对企业的风险资本/创业基金提供的)标准的资助。

这样清楚了么?

我的理解是:alternative to...  这个to后面的就是要替代的东东
