A 题目没有提到need，也许政府就是想囤积了等着涨价了然后卖掉赚钱的。

E 题目根本没有提到关闭facility的事情，要选E还需要太多别的信息，也许facility不需要关闭，也许关闭不需要cost

只有D围绕在已知条件下讨论了market, price，sell和25%的关系。
