我对题目和C选项的理解：
G和R都付给S钱，S提供这两个公司雇员中风的保险赔偿。题目是从S保险公司的经济利益角度出发的。S鼓励G给员工做检查，因为早发现早治疗就不会发展到中风，S就可以减少给G员工的中风赔偿。但是S也有动机和理由要鼓励R给员工做检查，因为（如C选项所言）很多R的员工都跑到G工作，如果这部分人在R没有检查出来病情，到了G就中风，那么S还是要给这部分人赔偿的。
