If you have no credit card, you may change Japanese Yen to Dollar and then send to ETS by 'International Money order" at post office. The service fee is 500Yen. You can get it for a while. Then you send the "money order" with your application form to Prometric in Japan. Details as follows:

電話・ファックス申し込みの方は、クレジットカード（VISA,Master,AMEX）のみ。（後日ETSよりドル建てで引き落とし）
郵送申し込みの方のみ上記クレジットカードの他、International postal money order（国際郵便為替）、Bank checkでお支払い可能です。
＊Credit card 以外でお申込の場合はMoney order / Bank checkをドル建てで作成し、その原本（受領証書は不可）と申込書を一緒に当社まで必ず郵送して下さい。当社到着後より受付可能です。但し、Int'l Money order / Bank checkを作成する際の受取人住所は米国ETS-TOEFLですのでご注意ください。

Don't use "Check" or "Money order" at banks, their service fee wil cost you 2000 or 3000 Yen. Besides, it will take you several days.
