你给绕进去了~你看第一句话，单独提高生活水平或者单独平衡贸易都不能建立一个国家的国际市场竞争力。第二句讲要实现这两者需要simultaneously，因为单独实现一个都只能依靠牺牲另一个（即经济学中面临两难抉择，又想都要，需要不停的simultaneously动态调整）。于是，一个国家的竞争能力就是两者都能实现了。只有A把两个目的都说了。这样讲就明白了吧。
