不是很同意楼上的人的看法:
段落的最后一句话是 The petition advocates a state law banning smoking in most retail establishments and in government offices that are open to the public,问题是:make the petition as circulated misleading to voters who understand the proposal as extending the local ordinances statewide?既然是与extending the local ordinances statewide有关,那么就不能使法规的有效范围成为让人误解的漏洞,因为petition仅仅advocate areas open to public,所以我觉得应该是B

至于C,我觉得这个是无关选项呢,因为文中说的是和petition有关的东西能造成误解,C中说地方法律,其实联系不是很大啊
