不是很同意楼上的人的看法：
段落的最后一句话是 The petition advocates a state law banning smoking in most retail establishments and in government offices that are open to the public，问题是：make the petition as circulated misleading to voters who understand the proposal as extending the local ordinances statewide?既然是与extending the local ordinances statewide有关，那么就不能使法规的有效范围成为让人误解的漏洞，因为petition仅仅advocate areas open to public，所以我觉得应该是B

至于C，我觉得这个是无关选项呢，因为文中说的是和petition有关的东西能造成误解，C中说地方法律，其实联系不是很大啊
