第一题讲的是损失，not be a net burden on the budget，就是说不会成为财政上的负担，A讲了Depressed cotton prices——〉operating losses（ for cotton farms）——〉farm profits decrease——〉less taxes——〉the government lost revenue 也就是分析了如果这个措施不实行，政府的收入是会有decrease的，所以实行这个措施一定程度上缓解了原先的burden,不会成为一个net burden

 The specified maximum per farm meant that for very large cotton farms the support payments were less per acre for those acres that were withdrawn from production than they were for smaller farms. 这个很tricky,最大啊，小啊，讲了一堆，其实是无关的

这是OG11-73,OG的解释是DThe direct payments are presumably scaled to the size of the farm since the passage states that payments are made up to a specified maximum．Nothing in this statement explains how the government will be able to compensate for making the payments．
