我觉得第二句的可以这样理解：
不，工资上涨对事情有改观。因为很少judge去教书，这个禁令没什么影响（judge这一句是一般现在时，表示常有状态，可以大胆推测并不是发生在禁令之后）因此不是B
答案A就把群体分为两个了~~一个是既有群体，一个是即将进来的群体；认为PAT只说了既有群体的影响，不能以此类推即将进来的群体的影响。

但是我一开始选了C。。。有谁能告诉我为什么C是错的啊
