论点是airline should rethink their approach,也就是说current training isn't reducing the crashes, 答案C说了actual flying time上升会降低crash,但这不说明只有actual flying time才能降低crash,也就不能说明current training是不是好。D说了actual flying time是major cause,所以。。。。。。。
