偶觉得原文只是说political know-how对一些政治问题比较有见解力，但没说这些问题包括一些特殊政策的实施是否合理，所以can not sure whether such politicians do not lack the knowledge of such subject（whether a particular political policy is fair to all），所以是不是能够judge也不得而知

我现在又有一份新的理解，可否从fomal logic 的角度理解:

lk:代表：one who lacks a knowledge of a subject

j: who can pass judge on that (subject)

从而可得：lk--> -j, 即j-->-lk

j:competent to judge whether (a political policy is fair to all)

得：j-->sp

要使conclusion 成立需j-->sp 与j-->-lk等同。即需seasoned politician =one who do not lack of knowledge of a subject； subject =a political policy ,.
