I would like to choose A

Reasons:

1.(line 9) often favor "supplier partnerships" (arrangements in which the purchaser forgoes the right to pursue alternative suppliers)

2. (line16) there are two independent variables -- avilability of alternatives and ease of changing suppliers

    3. Paying more for goods and services than they would in a
competitive-bidding situation. I can't find any words in this article.

A错。从逻辑的角度看，not A unless B＝A→B，应用到本题既是partnerships→goods or services provided are available from a large number of suppliers，与文中内容正好相反。

unavoidable." so we can infer that partbership is approriate when there are few suppliers.
