This part first states two definations of geoengineering: author's version and Oxford version. But the two verstions are both with problems. First of all, it is not right to set purpose in the beginning. Then the author gives example of military purpose during Cold War period.

a cloud physicist put forward a theory 25 years ago that low-lying maritime clouds were made a bit brighter so that the Earth could be cooled enough to make up for the increased warming caused by emissions of greenhouse gases, and today, it is considered by several other scientists and engineer and are trying to combine the geoengineering and playing out the theory in the real world.

However, some academic critics are worried that such experiments will pose “political and social risks” that are much more troubling, like giving up on reducing carbon emissions.

Because of such concerns, financing bodies like the government have not yet shown much appetite for geoengineering experiments. But there are also some  philanthropists have been helping out. Although such research should be allowed, a set of regulatory requirements was also established.

1) The main idea is the definition of geoengineering. The writer gives us two versions. But he just thinks both of them are wrong, and then he gives another one.

REMEMBER: some geoengineering methods are introduced in the first several parts. But there are several concerns about these methods. Some thinks that they will do harm to earth. What’s more financing problem is also one of the biggest issues. The rest tries to illustrate these two aspects with more details. In the last paragraph, writer gives some countries decisions and some situations.
