Probably I do not want to stay in US after graduation. ...

1. things should be like: "I want ABC and XYZ, and since a MSX degree in XXX or YYY country matched it, and thus I apply for it....."
but not "I want a MSX degree in YYY country", then make up a reason for it, unless your dad/mom have tons of $$.

2. if not plan to stay in US, things are simple......go down on the ranking, maybe up to top 30/50 (rule of thumb: something that is heard of in APAC, but not those unnamed one as there are many dipolma mill in US. as far as i remember, those offer MSF in US will not be more than 20 (or even 15).......
location no loner matter too much unless you want to find an intern/job.
but here come to a question is: why US only?
and is it really worth to do it? (concerning return on investment, human capital here)
