你理解反了，句子是from which，which指代consciousness

he built the largest re movement from consc。。。这这句话不是说：他从意识中创造了运动，
后面说sense of history that already existed in the African American community
这个的意思不是说：这个意识已经在AA社会中存在了
最后的结论：
Garvey did not create this consciousness; rather, he gave this consciousness its political expression.
G没有创造这个意思，相反他给予这个意识政治性质
