Let me try and answer your questions one by one.
1. This is a tough move. And it is not one you should write as your goals because it is so tough. Basically every single Chinese and Indian applicant wants to do PE. But obviously there aren't that many PE places. Since you don't have PE experience, I suggest rather that you present "Management Consulting" goals, and then once you get in, you can try and land that PE job.
2. Probably somewhat, from what I have heard. But I am not an expert in Chinese salaries! It will depend also what you do, and how high you have reached when you decide to return.
3. Well the cost for the most expensive schools/regions should be not more than 400,000$ (200K per year, 100 for tuition and 100 for living and everything else), so you should be okay. You might also have the options of loans, and also of scholarships.
4. Yes. Beat that GMAT! And if you see any opportunities to improve your profile (more leadership, more volunteer work, etc.) do it!
