I am a student and he a teacher. -- I have doubts.
1) the comma before "and" is omitted.
2) he (is) a teacher.
Anyway, that's an exceptional example.
In conclusion, IF 'and' is followed by a complete sentence,
THEN there should be a comma ahead of 'and'.
In this case, 'and' connects two independent complete sentences.
ELSE 'and' connects two parts that share the same subject.
Active and passive verbs can paralell.
e.g. He was born in 1980 and now is in college.
