UIUC is better than any schools you have listed here, I don't understand why you want to do a college here since you already got a Masters degree. Don't do that.
I think you can get into any of those schools you have listed but why? If you have an awesome major (e.g. stats, finance, etc.) maybe consider PhD, you'll be able to immigrate afterwards no matter how the immigration policy changes. Otherwise find a real job! You'd be much happier.
I wonder that too. The "experience" is different, which is what a lot of the MBA programs sell, but the degree looks the same on your resume... So I don't know, since obviously I've never done an MBA.

I checked with the admission officer of Rotman. They told me that these two programes are same in the repect of the certificate and what you will learn. However the career and job services are prioritized to full-time because part-time focus on "career progresson" instead of "career changer".
