a short explanaition, correct answer is 24.

I suppose it's a positive integer n < 500, according to the question, you can see: let's say
n= 7k + 1 and n= 3m + 2, from which you will know each time there is an increase of 21 of n, it will satisfy the condition mentioned in the questin, when k=1, then n=8, this is the smallest n, when k=70, then the biggest n is 491, so let's N is the number of ingeters, you will have 1+ (N-1)*3=70, and N=24.
