#55 people do not recognize the significance of the flood --> low participate rate.
so if people know that there is a flood coming, they will participate the program to prevent the loss.

所以我觉得B选项“有一个report是预报将有一场flood 是可以解释 the increase in the participate rate的，并不是无关选项哦。
